Windows services VS DB batch job

In our project (Facility management system) meeting we had a discussion about whats the best solution for sending email form the system as a scheduled and create some sort of work orders in daily, weekly, monthly and yearly basis.
There was 2 solutions
1 To user windows service
2 To user DB batch job and user an unmanaged com object to send emails with it.
Including my self and few others thought win service was the best solution.
Then another guy told that you need to restart the machine when you upgrading the service, and hard to maintain the service. Which I didnt agree with him on both.
And also we havent use that COM thing in older projects also, so we also dont know how its going to work. The advantage is with batch job and com is that, because of its doing by the DB, its easy to configure and easy to maintain.
Problem with the services is that there can be multiple applications in one web server so there has to be 1 win service for each application. So we have to change the service name for each app.
What you guys think ?
